Cathy is a Building Regulations Advisor at Vista with more than 35 years' experience in local authority building control, gained across both rural authorities and the capital. Her work spans the full range of building types and scales – from basements to 49-storey residential towers, and from domestic extensions to major commercial schemes – and this breadth underpins her registration with the Building Safety Regulator as a Class 2F Registered Building Inspector. She advises applicants, architects and builders on fire safety, structural integrity, accessibility and energy efficiency, drawing on a career of plan review, site inspection and compliance guidance. 

Before joining Vista, she was a Building Control Officer at East Devon District Council, and before that spent 15 years as a Full Plans Surveyor at the London Borough of Lambeth, managing partnership schemes and statutory consultations on high-rise and complex residential projects. Earlier in her career she was Senior Building Control Officer at East Devon, leading its building control team and holding responsibility for the whole function. 

She is a Member of the Royal Institution of Chartered Surveyors (MRICS) and combines a customer-first, solutions-focused approach with a long-standing commitment to developing others. This shows in her mentoring of junior colleagues and in her 15 years as a Girlguiding leader, including five as Division Commissioner.
